1. The singling out of precisely the revolutionary and only revolutionary part of the proletariat into the party, and of the same sort of part of the party into its leading centers.

2. Systematic exposure of reformism and opportunism in the party and in the workers' movement before the masses.

3. The replacement of opportunist leaders both in the party sections and in the trade unions, and in the cooperatives, and in the clubs, and in the cultural-educational organizations—in short, in all organizations of the proletariat—with revolutionary ones.

4. The formation of communist cells in all and every kind of workers' and poor peasants' organizations for systematic direction of the entire workers' movement (and part of the poor peasants' movement) by the party.

5. The mandatory appointment to the most responsible posts in the party of thoroughly revolutionary workers, and those thoroughly free from the traditions, habits, and prejudices of peaceful work, parliamentarism, legalism—even if extremely inexperienced—but (1) capable of struggling against reformism and opportunism, (2) and closely connected both with the broadest masses of the proletariat and with the most revolutionary part of the proletariat; their appointment in sufficient numbers, especially to the Central Committee of the party, to the parliamentary group, and to all the most important institutions (for the party to seize them).

6. Particularly detailed subordination of the parliamentary fraction to the Central Committee of the party, and especially strict supervision by it over the parliamentary fraction.

7. Collaborationists—supporters (and agents) of a bloc of the proletariat with the bourgeoisie and property owners—should be considered not only those who advance these ideas directly, for a bloc in the government, etc., but also those who advance them indirectly, for example, those who stand for equality of the working class and the class of small property owners, for equal rights of their points of view, etc.

8. The organs of reformists (or of reconciliation with reformism)…[49] *L'Humanité*, must be closed. The party must have one central organ, of thoroughly revolutionary direction—not such as *Populaire*{170} or *Freiheit*. All the party press—one thought, one direction, preparation for the dictatorship.

9. Deeper into the masses. Not for the workers' aristocracy—but for the untrained masses. Not only for the city but for the countryside. Agitation among the masses, not only propaganda (contra British Socialist Party).

Free distribution of leaflets for backward workers at the expense of the contributions of the advanced.

Proletarians—to the masses, to the aid of strikers, to the farmhands.

10. Open analysis before the masses of the errors and betrayals of opportunist leaders

(strike of 20–21/VII. 1919, etc.).

Analysis in the press of all opportunist errors and weaknesses in the speeches of parliamentarians, etc.

11. Systematicity, on all occasions, in all respects, in application to all spheres of life; elucidation of the concrete tasks of the dictatorship of the proletariat, viz.[50]:

(a) suppression of the resistance of exploiters (including kulaks and saboteur-intellectuals); (b) confiscations, for redemption is now, after 1914–1918, impossible; (c) special supervision of exploiters and bourgeois intellectuals; (d) immediate revolutionary improvement of the life of workers and of the entire exploited masses and of poor peasants at the expense of the exploiters; (e) neutralization of small property owners i.e., preventing their transition to the whites; (f) determination, capacity, ability, special organization for suppressing resistance.
