Comrades! The great victories of the Red Army have delivered us from the invasions of Kolchak, Yudenich, and have virtually finished off Denikin.

The troops of the landowners and capitalists—who sought, with the help of capitalists from around the world, to restore their absolute dominion in Russia—have been defeated.

But the imperialist war, and then the war against counter-revolution, have terribly devastated and exhausted the entire country.

We must exert all our efforts to overcome ruin, to restore industry and agriculture, to provide peasants with the necessary goods in exchange for grain.

Now, having defeated the landowners, having liberated Siberia, Ukraine, the North Caucasus, we are fully able to restore the country's economy.

We have plenty of grain, we now have coal and oil. Everything now depends on transport. The railways are in disrepair. We must restore transport. Then we shall bring grain, coal, and oil to the factories; then we shall bring salt; then the restoration of industry will begin, and the hunger of factory and railway workers will end.

Let all workers and peasants set to work on the restoration of transport—work that is the most stubborn and the most self-sacrificing.

All the work necessary for the restoration of transport must be carried out with complete zeal, revolutionary energy, and absolute dedication.

We have won on the front of bloody war.

We shall win on a bloodless front, on the front of labor.

All to work on the restoration of transport!
