1 This refers to V. I. Lenin's report on concessions at the faction of the RCP(b) at the VIII All-Russian Congress of Soviets on 21 December 1920. The report was printed in December as a pamphlet. The proofs of the pamphlet were reviewed by V. I. Lenin (see Complete Collected Works, vol. 42, pp. 91–127).

Written on the reverse of a letter from G. V. Chicherin, which also contains V. I. Lenin's notations: "to comrade Stepanov," "See reverse."

I. I. Skvortsov-Stepanov — a prominent party and Soviet state figure, Marxist writer. Party member from 1896. After the October Socialist Revolution, he was the first People's Commissar of Finance of the Soviet Republic. In 1920 — deputy chairman of the editorial board of the State Publishing House.

# NOTE TO G. K. ORDZHONIKIDZE

Let Mdivani remain in place until Danishevsky's arrival there, that is, in Turkey, whom Mdivani should brief on the matter. After handing over affairs to Danishevsky, Mdivani should be summoned to Moscow¹.

1 G. K. Ordzhonikidze — an outstanding state and party figure. Party member from 1903. In 1920–1921 — one of the organizers of the struggle for Soviet power in Azerbaijan, Armenia, and Georgia. In 1921–1926 — chairman of the Caucasian Bureau of the CC, subsequently first secretary of the Transcaucasian Regional Committee of the party and in other responsible posts, member of the CC of the RCP(b).

2 This note is a response to an inquiry by G. K. Ordzhonikidze to the People's Commissariat of Foreign Affairs concerning the possible departure of P. G. Mdivani from Turkey. Based on the reply of G. V. Chicherin that "Mdivani should not leave, as it is impossible to leave the post vacant now," V. I. Lenin dictated the published note.
