The VIII All-Russian Congress of Soviets, having heard the report of the chairman of the State Commission for Electrification, expresses gratitude first of all to the Presidium of the Supreme Council of National Economy, then to the People's Commissariat of Agriculture and the People's Commissariat of Railways, and especially to the Commission for the Electrification of Russia for the elaboration of the plan for the electrification of Russia.

The Congress instructs the All-Russian Central Executive Committee, the Council of People’s Commissars, the Council of Labour and Defence, and the Presidium of the Supreme Council of National Economy, as well as other people's commissariats, to complete the elaboration of this plan and to approve it, and moreover definitely within the shortest possible time.

The Congress further instructs the government and requests the All-Russian Central Council of Trade Unions and the All-Russian Congress of Trade Unions to take all measures for the widest propaganda of this plan and for acquainting the broadest masses of town and countryside with it. The study of this plan must be introduced in all without exception educational institutions of the republic; every electric power station and every tolerably well-run factory and state farm must become centres for familiarisation with electricity, with modern industry, and centres for the propaganda of the electrification plan and for the systematic teaching of it. All those possessing sufficient training, scientific or practical, shall be mobilised to a man for the propaganda of the electrification plan and for teaching the necessary knowledge for its understanding.

The Congress expresses its unshakable conviction that all Soviet institutions, all Soviets of Deputies, all workers and toiling peasants will exert all their efforts and will stop at no sacrifices to carry out the plan for the electrification of Russia at all costs and in spite of all obstacles.
