Comrade Gorbunov!

I found the enclosed document 54 on my desk today.

I do not know who sent it.

I am deeply interested in this matter. I feel utterly debilitated by insomnia and, accordingly, I ask you to keep a close watch on this case, to verify its implementation, and, if necessary, to draft additional correspondence in my name.

Please speak with the appropriate member of the Presidium of the Supreme Council of National Economy, show him this letter, and discuss what measures of assistance are feasible and urgently needed (perhaps we should convene the Petrograd delegates to the Eighth Congress while they are still here and engage them in discussion—be sure to do this; there may be other ways to ascertain what is lacking and to identify resources that can be mobilized to provide aid). Do everything in your power to lend support in every possible way.
