3) To remind both Commissars once again of the unconditional demand of the TseKa to refrain from polemics and to submit the slightest disagreements in the form of draft resolutions to the Politburo of the Central Committee.

In content, paragraph 2 of the draft resolution of the plenum echoes the decision of the Politburo of the Central Committee of the RCP(b) of December 4, 1920 on the issue "On the trade treaty with England"; the decision reads: "The Politburo approves the proposal of t. Chicherin on the issue of the trade treaty with England, and especially emphasizes that t. Krasin, without a special, precise and precise, should be appointed to the post of Chairman of the Central Committee of the RCP(b). Krasin, without a special, precisely expressed consent of the Tsek, in no case to go beyond the text and letter of the English note of 29.VI in matters of propaganda and debts; all details to be transferred to special negotiations on the peace treaty" (RCCHIDNI, f. 17, op. 3, d. 126, l. 1). Earlier, on November 27, 1920, the Politburo of the Central Committee of the RCP(b) discussed the issue of the relationship between G.V.Chicherin and L.B.Krasin and decided to send the following telegram to both Commissars: "The Politburo once again reminds of the inadmissibility of polemics between the two Commissars in diplomatic correspondence. In case of disagreement, the questions should be submitted in precise and businesslike formulation to the Politburo, and if the correspondence comes from abroad, it should be encrypted" (RCCHIDNI, f. 17, op. 3, d. 125, l. 3).
