**DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS ON THE ORGANIZATION**  
**OF CRIMEAN HEALTH RESORTS FOR WORKERS**  
[18 December 1920]  

To the preamble:  
a) Tsarist and capitalists' dachas, palaces...  

To the preamble with agreement from Crimean Revolutionary Committee and the Ukrainian Council of People's Commissars:  
r) 5,000 by 1 January and 25,000 by 1 May  

1) [Include] a trade union commission.  
2) Send a commission from the workers of Petrograd, Moscow, and Ivanovo-Voznesensk.  
3) Priority given to workers.  

In view of the exceptional significance of the liberated Crimea for the treatment and recuperation of workers and Red Army soldiers, the Council of People's Commissars decrees:  

1. Instruct the People's Commissariat of Health to take measures for the swift opening of Crimean sanatoriums.  
2. The People's Commissariat of Food Supply shall immediately supply the sanatoriums with suitable food for therapeutic purposes, ensuring a constant monthly reserve.  
3. The People's Commissariat of Transport shall expedite, as a priority, the dispatch of medical trains at the first request of the People's Commissariat of Health for the delivery and evacuation of patients.  
4. The Central Fuel Administration shall immediately allocate sufficient fuel to Crimea for the entire winter period.  
5. The Automobile Section of the Supreme Council of the National Economy shall provide Crimea, in agreement with the People's Commissariat of Health, with the necessary number of vehicles for transporting patients, food supplies, etc.  
6. The People's Commissariat of Agriculture shall ensure that Crimean resorts and sanatoriums are equipped with dairy farms, vineyards, and vegetable gardens—both to implement labor regimens in the sanatoriums and to improve patients' nutrition.  
7. No premises along the Crimean coast suitable for sanatoriums, health resorts, or their servicing may be occupied by any individuals or institutions without the consent of the People's Commissariat of Health.

1 The draft decree on organizing health resorts for workers in Crimea was introduced at the meeting of the Council of People's Commissars on 18 December 1920. The Council resolved: to refer the draft to a commission, which was to revise the decree within two days in accordance with the directives stated at the meeting, coordinate with the relevant departments, edit the decree, and authorize Lenin to sign it on behalf of the Council of People's Commissars.  

2 V.I. Lenin’s remarks were taken into account and reflected in the Council of People's Commissars’ decree on the use of Crimea for workers' treatment, adopted on 15 February 1921. The preamble to the decree stated: *"The luxurious dachas and estates previously used by major landowners and capitalists—the palaces of former tsars and grand dukes—must be repurposed as sanatoriums and health resorts for workers and peasants.*  

*To implement this, the Council of People's Commissars of the RSFSR, in agreement with the Council of People's Commissars of the Ukrainian SSR and the Crimean Revolutionary Committee, decrees:*  

*1) The People's Commissariat of Health is instructed to open sanatoriums in Crimea as soon as possible, ensuring 5,000 beds by January and 25,000 beds by spring.*  

*Supervision of the selection of sick workers and their placement in Crimean sanatoriums shall be entrusted to the All-Union Central Council of Trade Unions in coordination with the People's Commissariat of Health, authorizing them to involve representatives from the trade union councils of Petrograd, Moscow, Ivanovo-Voznesensk, Kharkiv, and Donbass in this work."*
