In view of the exceptional importance of the liberated Crimea for the treatment and restoration of the health of the working people and Red Army men, the Council of People's Commissars decrees:

1. To oblige the People's Commissariat of Health to take measures for the earliest possible opening of Crimean sanatoria.
2. The People's Commissariat of Food to immediately supply the sanatoria with food suitable for sanatorium treatment, ensuring a constant monthly supply thereof.
3. The People's Commissariat of Transport to expedite, as a matter of urgency, upon the first request of the People's Commissariat of Health, the movement of hospital trains dispatched for the delivery and evacuation of patients.
4. The Main Fuel Administration to immediately send to the Crimea a sufficient quantity of fuel for the entire winter period.
5. The Motor Transport Section of the Supreme Council of the National Economy to provide to the Crimea, by agreement with the People's Commissariat of Health, the necessary number of automobiles for the transport of patients, food supplies, etc.
6. The People's Commissariat of Agriculture to supply the Crimean resorts and sanatoria with dairy farms, as well as vineyards and vegetable gardens, both for implementing the labour regime in the sanatoria and for improving the nutrition of patients.
7. No premises on the Crimean coast suitable for sanatoria or health resorts or for their servicing may be occupied by any persons or institutions without the consent of the People's Commissariat of Health.
