[Regarding the operations of Komprod: they have not properly calculated how many distribution norms we have and how many people receive according to each norm. This must be achieved.

Of course, one cannot violate targeted supply. Workers must stand in first place.

Would you not be able to create a commission within Komprod to improve matters in the indicated direction? If such a commission exists, give it this assignment. Draw into the commission as many workers as possible (from the trade unions), who have worked in Komprod (or, if possible, from among those workers who also have practical experience in food supply work in local areas).

Show this letter to the Secretary of the CC. If he gives his (and other Politburo members') consent, we shall transform this into a directive of the Central Committee.

According to information received by the Council of People's Commissars, refugees from the Civil War who fled from counter-revolutionary bands in 1919 from the village of Alagir, numbering over 300 families, are in the stanitza of Ardonskaya and in the city of Vladikavkaz in an extremely dire situation. Despite all their efforts, the refugees have thus far been unable to obtain permission to return to their native places or assistance with relocation and settlement in new places. Immediately satisfy the legitimate demands of the refugees and render them genuine assistance in settling permanently.

## ORDER TO THE COMMANDANT OF THE BOLSHOI THEATER

I propose that you not hinder and not interrupt the work of artist Rodionov, engineer Smirnov, and the workers preparing, according to my assignment, maps on electrification for the Eighth Congress of Soviets in the premises of the Bolshoi Theater. The work will be completed on Sunday. Do not drive them out under any circumstances*.
