I have previously pointed out in the Sovnarkom that the way matters are being handled in the distribution department is somewhat unsatisfactory—

In 1920, the People’s Commissariat for Trade had not properly tallied how many distribution norms we actually had, nor how many individuals were receiving benefits under each norm.
We must rectify this situation.
Of course, we must not compromise the targeted allocation of supplies. Workers must come first.
Would it be feasible to establish a commission within the People’s Commissariat for Trade to improve matters in this regard? If such a commission exists, then assign it this task. The commission should include as many workers as possible—members of trade unions who have worked at the People’s Commissariat for Trade (or, if possible, workers who already possess considerable experience in food supply work at the local level).
Please show this letter to the Secretary of the Central Committee. If he gives his approval—and the approval of the other members of the Politburo—then we will turn this into a directive of the Central Committee.
