TELEGRAMS TO M. M. LITVINOV

Comrade Chicherin!

1) I request that you send on my behalf in cipher to Litvinov:

I am outraged by your new obviously baseless carping at Krasin, such as your protest against the treaty with the Swedes on timber. I warn you that if you do not radically change your tactics, I shall ask the Tsentralnyi Komitet [Central Committee] to request your recall.

Lenin

2) I request permission for Stefan Surpilke to enter [the country]. We need a radio specialist. If a request from the VChK is necessary, ask them on my behalf to provide their assessment as soon as possible.

I consider his entry to be very urgent. I request acceleration [of this matter].

Your Lenin
