ON THE PROCESSING OF CENSUS RESULTS
IN THE RED ARMY AND FLEET
(RESOLUTION OF THE COUNCIL OF LABOR AND DEFENSE, DECEMBER 6, 1920)

In view of the extraordinary state importance of the census data from the Red Army and Fleet, and the necessity of urgently utilizing the materials of said census for compiling calculations necessary in implementing urgent measures, the Council of Labor and Defense hereby resolves:

1. To recognize the processing of census materials in the Red Army and Fleet as a task of military urgency and to entrust the Central Statistical Administration with commencing the processing of said materials on the basis of the conditions set forth below, in order that this processing be carried out: a) with respect to material already received within a two-week period for determining army strength by principal categories (combat, non-combat, rear, front-line units) and within one month—by age and occupational classification; b) with respect to the remaining material (still to be received) within the same periods from the moment of its receipt at the Central Statistical Administration.

2. To recognize as first-priority work the processing of census material from the Red Army and Fleet with respect to determining the strength of army and fleet and determining age composition and compiling a list of specific (occupational) occupations in combination with two age groups. The Central Statistical Administration shall establish a detailed processing program in agreement with the Revolutionary Military Council of the Republic.

3. In order to ensure the processing of the Red Army and Fleet census with the necessary personnel, the Revolutionary Military Council of the Republic shall, as a matter of urgency, detail from the Red Army to the disposal of the Central Statistical Administration for the entire duration of census material processing: statisticians, as well as other persons (accountants, bookkeepers, clerks) serving in the Red Army, necessary for processing in the capacity of supervisors, controllers, and counters, in accordance with lists submitted by the Central Statistical Administration, with their number to be brought up to 400 persons.

Note: The Revolutionary Military Council of the Republic, upon representation by the Central Statistical Administration and as a matter of urgency, shall replace persons among those detailed who have proven unsuitable for the work with others more appropriate, as indicated by the Central Statistical Administration.

4. Personnel detailed in accordance with section 3 of the present resolution shall remain at the disposal of the Central Statistical Administration until the completion of census processing work and shall receive compensation at union rates, but not less than what they receive in their regular place of service. Said personnel, as well as other persons attracted for processing work, shall be provided by the military authority with front-line Red Army rations until completion of such work, for which purpose the military authority shall allocate 400 rations to the Central Statistical Administration until the completion of work.

5. The Central Statistical Administration is granted the right to attract necessary personnel for work on a piece-rate basis, and also, for the purpose of accelerating work, to apply labor incentives, both in monetary form and in kind, for which the Central Statistical Administration shall enter into agreement with the People's Commissariat of Food and the All-Russian Central Council of Trade Unions.

6. The Central Statistical Administration shall apply to the appropriate institutions with the requirement to provide: 1) premises for processing work and for lodging of personnel, 2) necessary equipment for outfitting premises, 3) office supplies and other articles necessary for work, 4) fuel for heating premises; the appropriate institutions shall, as a matter of urgency, supply the Central Statistical Administration with everything necessary.

7. The Central Statistical Administration shall urgently draw up a budget and urgently execute it in the manner established by law.

8. The Central Statistical Administration is obligated to complete all preparatory and organizational work for implementation of the present resolution within one week from the date of its signing, and during this same week shall conduct work with the existing personnel of the department of military statistics, simultaneously strengthening it to the necessary degree with personnel from other departments of the Central Statistical Administration.

9. In order to accomplish the work in the shortest possible time, all Soviet institutions and individual Soviet workers in them are obligated to render to the Central Statistical Administration complete assistance both in preparatory work in fulfillment of sections 6 and 7 of the present resolution and in the organization of work, as well as during its execution.

10. For any mismanagement, obstruction, and refusal to assist the Central Statistical Administration, both individual persons and the responsible heads of institutions shall be subjected to the strictest responsibility and brought to trial before the Revolutionary Tribunal.

# NOTE TO THE PEOPLE'S COMMISSAR OF AGRICULTURE

December 6, 1920

Comrade Kondrat Mikhalev, the bearer of this note, was with me by chance in Zurich before the Revolution, having escaped from German captivity.

He was later in France and, as is evident from his credentials (French), studied tractor work. He wishes to work in tractors.

I request that you take him on, assign him to work, and test him on the job.

# TELEGRAM TO ALL PROVINCIAL EXECUTIVE COMMITTEES

December 8, 1920

In view of the special importance of the repair of river and sea fleets, all provincial executive committees are, under the responsibility of their chairmen, called upon to, casting aside unnecessary formality and obstruction, render every possible assistance to water transport organs in supplying them with materials, provisions, labor, and premises.
