0 DEVELOPMENT OF THE CENSUS RESULTS
IN THE RED ARMY AND THE NAVY
(DECISION OF THE COUNCIL OF LABOR AND DEFENSE, DECEMBER 6, 1920)
In view of the extraordinary state significance of the data from the census of the Red Army and the Navy, and the urgent need to make immediate use of the census materials in order to prepare the calculations required for the implementation of pressing measures, the Council of Labor and Defense decreed:
1. To recognize the development of census materials for the Red Army and the Navy as a matter of military urgency, and to entrust the Central Statistical Office with the task of commencing the processing of these materials on the basis of the provisions set forth below—such that this work shall be completed: (a) with respect to the materials already received within a two‑week period, in order to determine the army’s strength by major categories (combat, non‑combat, rear services, front‑line units), and within a one‑month period, according to age and occupational group; (b) with respect to the remaining materials (which are yet to be received), within the same timeframes, starting from the moment they are delivered to the Central Statistical Office.
2. The first phase of the work shall be deemed to consist of the processing of census materials for the Red Army and the Navy, with the aim of determining the size of the army and navy, ascertaining the age distribution, and compiling a list of specific (professional) occupations, combined with two age groups. The detailed program for this work is to be established by the Central Statistical Office in consultation with the Revolutionary Military Council of the Republic.
3. In order to ensure that the census of the Red Army and the Navy is carried out with the requisite personnel, the Revolutionary Military Council of the Republic shall, on an urgent basis, assign statisticians—and other personnel (accountants, bookkeepers, clerks)—from the Red Army to the disposal of the Central Statistical Office for the entire duration of the census material’s processing. These individuals, who serve in the Red Army and are needed for the census work as supervisors, controllers, and enumerators, shall be assigned according to lists submitted by the Central Statistical Office, with the total number of such personnel to be brought up to 400.
Note: Upon the recommendation of the Central Statistical Office, the Revolutionary Military Council of the Republic shall, on an urgent basis, replace any of the assigned personnel who prove unsuitable for the work, ensuring that the replacements are more fully aligned with the requirements of the task. 25 Lenin Collection X X X IV
