The line of the Central Executive Committee is approved today as follows1*:

Do not trust the Kemalists, do not give them weapons, direct all efforts to Soviet agitation among the Turks and to the preparation of a solid and capable of winning2* with its own forces the Soviet party in Turkey.

1A meeting of the Political Bureau of the Central Committee of the RCP(b) on December 4, 1920 discussed the proposal of G.V.Chicherin "on the directives of T. Mdivani on the Turkish question"; it was decided: "To entrust T. Chicherin to work out the exact text of the directive. Chicherin to work out the exact text of directives for Mr. Mdivani in agreement with Mr. Stalin. Stalin. If an agreement is not reached by 8 p.m., both counter-projects should be submitted for approval" (RCCHIDNI, f. 17, op. 3, d. 126, l. 1).

Stalin proposed the following draft directive: "I propose to send Ordzhonikidze the following telegram: (further Stalin crossed out: "The line of the Central Committee approved such" - Ed.) we propose not to take the Kemalists at their word, to continue to study the position of the Kemalists, not to limit ourselves to a conversation with Karabekir, to open negotiations directly with Angora, to check Angora's statements on facts, to direct all efforts to strengthening the Soviet agitation in Kemal's army and the preparation of the Soviet movement in Turkey, while arms are not to be given to the Turks. Inform us more often, give us more facts about the affairs of the Kemalists, do not limit yourself to retelling the statements of Karabekir and other Kemalists" (RCCHIDNI, f. 558, op. 2, d. 1).
