ON THE REORGANIZATION OF THE COUNCIL OF LABOR AND DEFENSE

DRAFT RESOLUTION OF THE ECONOMIC COMMISSION
December 1, 1920

The SNK petitions the All‑Central Executive Committee to establish:
1. The Council of Labor and Defense shall be supplemented by the People’s Commissar for Agriculture.
2. The Council of Labor and Defense is tasked with deliberating on the division of its sessions into regular and economic meetings.

§ 3. Scope of Jurisdiction:
(1) To consolidate all economic work under the jurisdiction of the People’s Commissariats;
(2) To approve and implement a unified economic plan for the RSFSR;

The directive was penned by V. I. Lenin in response to a letter from V. D. Bonch-Bruevich, who had reported that Moscow was withholding firewood for the sanitary–passing stations at Moscow’s railway terminals—stations that had been prepared to receive the echelons carrying demobilized units of the Red Army.
