DRAFT RESOLUTION OF THE CENTRAL COMMITTEE

The overall reorganization of the People’s Commissariat for Enlightenment should be postponed, subjecting the matter to more thorough deliberation.
At once, the following measure must be implemented:
1) Establish the position of Deputy People’s Commissar, entrusting him with full responsibility for all administrative work and subordinating all sectors and divisions of the People’s Commissariat for Enlightenment to his authority in this regard;
2) Appoint Comrade Litkens to this post, admitting him to the collegium of the People’s Commissariat for Enlightenment and assigning him the task of devoting no less than half of his working hours to the work of the Main Political Education Department, while immediately obligating the Main Political Education Department to identify and bring into service a deputy for Litkens within the Main Political Education Department.
3) Charge Comrade Litkens with preparing a draft of a precise instruction outlining the functions and powers of the Deputy People’s Commissar.

LETTER TO A. V. LUNACHARSKY
November 29, 1920 – Dear Comrade Lunacharsky! Yesterday we held an extensive discussion with Comrade Litkens. In my view, both his draft and that of Comrade Solovyov are artificial and contrived.
Of course, the Central Committee will ultimately make the decision. My preliminary observations are as follows:
