1 The document is apparently related to the work of A. B. Khalatov in the
collegium of the People's Commissariat of Food. On November 30, 1920, at a meeting of the Council of People's Commissars
the collegium of the People's Commissariat of Food was approved; Khalatov was not included in the composition
of the collegium.

In December 1920, at the plenum of the Central Committee of the RCP(b), representatives of the All-Union Central Council of Trade Unions
and the communist cell of the People's Commissariat of Food came forward with a proposal
to reinstate Khalatov in the collegium of the People's Commissariat of Food and by decision of the plenum
he was introduced into the collegium. On December 9, at Tsiurupa's request, this issue was
discussed again at the plenum and it was confirmed: "Comrade Khalatov is to remain
a member of the collegium of the People's Commissariat of Food."
