ANNOTATIONS ON A PEOPLE'S COMMISSARIAT OF AGRICULTURE MEMORANDUM

**Return both documents to me.**

30 November 1920

Having examined the memorandum from the "Elektrosila" section, the Department of Electrification of Agriculture hereby confirms the correctness of the data in relation No. 470 of 25 November of this year.

The difference in the number of motors (48 and 40 units) is explained by the fact that eight motors are being ordered as a reserve for replacement in case of damage to the main ones.

For these eight motors the shortest deadline has not been determined; they will be built "as soon as possible." In all other respects all the data correspond to the actual order.

At the Petrograd factories and partly at the Moscow factories work on fulfilling the order is already underway, despite the fact that workers and employees are not receiving the promised basic and bonus rations.

The entire matter is being conducted and advanced by the confidence and authority of a number of active workers, which abnormal situation must necessarily be regulated by urgent confirmation of the entire order arrangement and especially by ensuring rations for workers and employees. What should confirm this?

**Strange lack of clarity. Who should approve (1) the order and (2) the rations? Why is the People's Commissariat of Agriculture not submitting? I request a reply.**

As regards the production deadlines, the People's Commissariat of Agriculture had in mind earlier deadlines, but the Elektrotrest asserts that it is unable to fulfill the order sooner.

The deadline for fulfilling the order by 1 April will make it possible to use the equipment in the spring campaign. The July deadline is too late for the vegetable-growing campaign.
