Comrade Chutskayev

To the Commission on the Abolition of Monetary Taxes 38

It is necessary to think more deeply (and to study the relevant facts in greater detail) about the conditions of the transitional period.

The transition from money to a non-monetary exchange of products is unquestionable.

For this transition to be successfully completed, it is necessary to implement an exchange of products (not an exchange of goods).

As long as we are unable to implement an exchange of goods, i.e., to provide the peasantry with industrial products, the peasantry will be forced to remain with the remnants of

commodity (and consequently, monetary) circulation, or with its surrogate.

To abolish the surrogate (money), while the peasantry has not yet been given what eliminates the need for the surrogate, is economically incorrect.

This must be thought through very seriously.
