Second, it is necessary to prepare for and carry out, in a unified manner, both the abolition of monetary taxes and the transformation of the grain requisitioning system into a natural tax; § 2. 2) Direct the People’s Commissariat for Internal Affairs to submit a request to the Presidium of the All‑Russian Central Executive Committee, calling upon all local executive committees to provide information and materials for the Congress of Soviets on all matters addressed in § 1.
§ 3. 3) Instruct the People’s Commissariat for Finance to submit to the Council of People’s Commissars a draft resolution of the Council of People’s Commissars on the issues outlined in § 1, contingent upon the decisions reached by the relevant commission.

DRAFT RESOLUTION OF THE CENTRAL COMMITTEE

The reorganization of the NKProsa as a whole should be postponed, subjecting the matter to more thorough deliberation.
At once, implement the following measure:
1) Establish the position of Deputy People’s Commissar, entrusting him with full responsibility for all administrative functions and subordinating all sectors and divisions of the People’s Commissariat to his authority in this regard.
2) Appoint Comrade Litkens to this position, admitting him to the collegial body of the NKProsa and assigning him the task of devoting no less than half of his working hours exclusively to the work of the Main Political Education Department—while immediately directing the Main Political Education Department to seek out and appoint a deputy for Litkens within the department itself.
3) Entrust Comrade Litkens with the task of drafting a precise set of instructions outlining the duties and powers of the Deputy People’s Commissar.
LETTER TO A. V. LUNACHARSKY
November 29, 1920 – To Comrade Lunacharsky! Yesterday we held an extensive discussion with Comrade Litkens. In my view, both his draft and that of Comrade Solovyov are rather artificial.
Of course, the final decision will rest with the Central Committee. My preliminary thoughts are as follows:

1) Establish the position of Deputy People’s Commissar, transferring all administrative responsibilities to him.
2) Transform the “Organizational Sector” into an “Organizational Center” (to be headed by a member of the collegial body). This Center shall oversee the administrative, organizational, supply-related, and other such functions across all sectors.
3) Abolish the Main Professional Education Department, merging it with the Second‑Level School—provided that (a) general education and political subjects are expanded within second‑level schools, and (b) where feasible, efforts are made to shift from vocational–technical education toward polytechnic education.
4) Revitalize and streamline the “GUS” (State Scientific Council), establishing it as the body responsible for deliberating all scientific and pedagogical matters. (Composition: all members of the collegial body plus the most distinguished specialists—even if they are bourgeois.)
5) Create the following sectors: (1) Pre‑school, (2) First‑Level School, (3) Second‑Level School (=Main Professional Education Department), (4) Out‑of‑School Education (=Main Political Education Department), (5) Higher Education, (6) Arts.
6) Retain the Arts Sector as a single, unified sector, placing “political commissars” drawn from among the communists in all central and leading institutions under its jurisdiction.
