TO ALL PEOPLE'S COMMISSARS

The Commission under the Council of Labour and Defence to provide assistance to the Western and South-Western Fronts was created on April 30. Its purpose is to inform the Council of Labour and Defence of what has actually been undertaken and achieved by each People's Commissar within his department in assisting the anti-White fronts. Currently, such detailed reports with conclusions—whether the People's Commissars are working sufficiently in the matter of assisting the front—are made to the Council of Labour and Defence by Comrade Avanesov every two weeks within the deadlines indicated in our telegram (STO resolution of July 2).

Due to the fact that many People's Commissars in their weekly reports submitted to the STO and the Revolutionary Military Council do not provide exhaustive information about their work, the Council of Labour and Defence has resolved:

1) The weekly information submitted by the commissariats to the Council of Labour and Defence and the Revolutionary Military Council must be supplied with numerical material indicating not only what has been done quantitatively by the commissariat, but also how fully (in percentages) the army or its institutions' stated need has been satisfied.

2) When the report refers to the adoption of certain measures or the giving of orders, it is mandatory to indicate when their execution is expected.

3) All orders to strengthen work in assisting the Western and South-Western Fronts are binding on all institutions.
