RESOLUTION OF THE COUNCIL OF LABOR AND DEFENSE
NOVEMBER 17, 1920
In view of the urgent need to restore, as quickly as possible, railway infrastructure destroyed in areas affected by military operations, the Council of Labor and Defense resolved:
1.
To authorize the Revolutionary Military Councils of the fronts and separate armies, within their respective jurisdictions, to declare railway restoration work to be of military urgency, taking the following measures in this regard:
a)
To militarize, in accordance with established procedures and for a period of up to three months, workers and employees engaged in such construction projects, applying the general provisions governing militarization—

1920, dated November 28, 1919, with certain amendments adopted pursuant to the resolution of the Council of Labor and Defense dated June 9, 1920; b) to provide Red Army rations to employees and workers assigned to these construction projects, in consultation with Glavsnabprodarm and its local offices; c) to establish, in coordination with local bodies of the Field Military and Naval Inspection of the RKI, exemptions from the provisions of the SNK Decree of July 15, 1920, concerning accounting transactions, based on the criteria set forth in that very decree.
2. The Revolutionary Military Councils of the fronts (armies) shall promptly report all detailed measures taken to the Revolutionary Military Council of the Republic and to the People’s Commissariat for Railways.
3. Railway restoration work designated as militarily urgent by the fronts (armies) shall be supplied, first and foremost, by the VSNKh and its subordinate bodies with the materials necessary for such construction projects.
4. In light of evolving operational conditions at the front, the designation of railway restoration work as militarily urgent may be suspended or revoked by order of the same Revolutionary Military Councils of the fronts (armies) and of the Revolutionary Military Council of the Republic, with due advance notice given to the People’s Commissariat for Railways.
