LETTER TO THE COMMISSION
ON WORKERS' SUPPLY**
November 12, 1920

Could we not, on the question of the quantity of norms for workers' supply, establish the following procedure:

1) establish by numbers the minimum quantities of norms, for example:
norm No. 1 ordinary minimum " No. 2 somewhat higher, such-and-such amount
" No. 3

and so on up to No. 10 the highest norm, if the total number of norms can be limited to 10 norms.

2) Determine m o n t h l y what number of consumers (workers or employees plus family members) receives a c c o r d i n g t o e a c h n o r m.

If this could be accomplished, we would know precisely how many norms there are: first of all.

Secondly, we could easily shift individual groups from one norm to another.

Thirdly, we would always know exactly h o w m u c h w a s a c t u a l l y d i s t r i b u t e d and to how many workers.
