November 10, 1920
I request you to form a commission chaired by M. N. Pokrovsky to consider the statement of the Council of Religious Communities regarding the violation of the decree of January 4, 1919*. Comrade Kursky will send you this statement.
I am also enclosing a letter from Chertkov to me.
I would very much ask you to expedite the consideration.

* The decree of the Council of People's Commissars of January 4, 1919, signed by V. I. Lenin, granted the right to persons who, due to their religious convictions, could not participate in military service, to perform (by decision of the People's Court) sanitary or other work instead of military service.

YEAR 1920

TELEGRAM TO THE REVOLUTIONARY MILITARY COUNCIL OF THE SOUTHERN FRONT
November 12, 1920
I have just learned about your proposal to Wrangel to surrender. I am extremely surprised by the excessive leniency of the conditions. If the enemy accepts them, it is necessary to ensure the capture of the fleet and the non-release of any ships; if, however, the enemy does not accept these conditions, then in my opinion they should not be repeated and it is necessary to deal with them mercilessly.
