I consider the articles you sent me, authored by Michelson, to be of paramount importance.
It is necessary:
1) To immediately publish them—after revising the style, consolidating them into a single article, and editing them—in Izvestia and Pravda.
2) To accompany them with your afterword, outlining the conclusions (the practical conclusions).
3) To prepare a concise excerpt for Rosta, to be distributed throughout Russia.
4) You must incorporate all of this, first, into your printed report for the Congress of Soviets on December 20, and second, into your oral report—focusing on the core arguments and the practical conclusions.
All of this must be prepared in advance, and at the appropriate time, we must task the specialists with carrying out all preparatory work for your report.
