1) In view of the enormous increase over the last
years and the continuing increase in demand for books, the Council of People's Commissars resolves:
to pay special attention to* the organization of public use of books, without
which the book will never be accessible to the broad masses of the population.
2) To this end, all libraries under
the jurisdiction of the Narkompros, V are linked into a Unified
Library Network of the RSFSR, which operates according to a specific plan, establishes basic
types of libraries, connects them with the help of traveling libraries, organizes the exchange of books between libraries
and thus brings the book closer to the reader-worker and peasant**.
3) In view of the acute book famine and the
completely inadequate quantity of book riches for the enormous demand, in library affairs
no parallelism is permissible. Therefore, libraries of all other departments, public
organizations and institutions must also enter the Unified Library Network and work according to a
common plan, under the control of Narkompros.
4) To coordinate library work,
an interdepartmental commission is created under Narkompros, consisting of representatives of departments and
organizations conducting it.
5) This commission decides questions about the reorganization
of certain types of libraries, about the redistribution
of book riches, about the transfer of some types of libraries to the jurisdiction of Narkompros
and about the opening of new libraries at the request of departments and organizations (of course with
their inclusion in the general network).
6) Libraries of all departments and organizations
from closed should become open, i.e. become libraries for public
use, accessible to all citizens.

7) Libraries of a special nature at
scientific, educational and professional institutions necessary for systematic scientific
studies, remain at the institutions that organized them,
on the absolute condition of the existence of a reading room accessible to all.
8) State public libraries,
Petrograd and Moscow (Rumyantsev), are supplied on special grounds, but book
collections, given certain technical conditions, must be accessible for use by
the entire network.
9) Libraries at school, pre-school, professional technical educational
-institutions and central school remain at the respective institutions and serve
only the contingent of readers for whom they are intended. Provision of these libraries
for general use on a par with public libraries is permitted by a resolution
of the local Gubernia Department.
10) Libraries that are part of the Unified
Library Network are supplied through Narkompros.
11) Supplying
libraries with books through
Narkompros in strict accordance with the information submitted
by the Departments of Public Education on the number and types of libraries that are part of the Library
Network.
12) Books received at the disposal of the Departments
of Public Education are distributed among libraries of all types through library
collectors.

According to our information, a group has gathered around Wrangel
of experienced, desperate cutthroat generals who will stop at nothing.
Wrangel's soldiers are organized into units excellently, they fight
desperately and prefer suicide to surrender.
Technically, Wrangel's troops are supplied better than ours,
the delivery from the west of tanks, armored vehicles, aircraft, cartridges,
and uniforms continues to this day, despite
England's announcement of a cessation of deliveries.
The weakness of our troops fighting against Wrangel, consists in the fact that: firstly, they are diluted with prisoners of war,
former Denikinites, often defecting to the side of the enemy, and secondly, they do not receive from the center either in groups or individually volunteers or mobilized communists.
It is necessary to purge these troops of former prisoners of war
and regularly supply them with large parties of volunteers
or mobilized communists, in order to create a turning point in them
and enable them to defeat the most ferocious enemy.
The Crimea must be returned to Russia at all costs, because, otherwise, Ukraine and the Caucasus
will always be threatened by the enemies of Soviet Russia.
The Central Committee obliges you to intensify mass agitation in the spirit
of this circular letter and to immediately organize the sending of communist and non-party volunteers to the Crimean Front.
