ADDITIONS TO THE DRAFT DECREE OF THE COUNCIL OF PEOPLE'S COMMISSARS
ON A UNIFIED TRACTOR ECONOMY**

November 2, 1920

§ 8. Obligate the People's Commissariat of Agriculture to submit to the Council of People's Commissars once monthly, beginning December 1, in brief written form information on the number of serviceable tractors;
» unserviceable, but admitting repair; » repaired; » being produced in the Russian SFSR;
» ordered abroad and brought from abroad; » in training and completing the course of tractor mechanics.

* On December 11, 1920, having heard a report on the progress of work of Hydropeat, the Council of People's Commissars resolved:
"a) To accept in principle the proposals of Hydropeat concerning permission, as an exception, to purchase certain instruments on the free market and concerning the militarization of Hydropeat personnel, and to entrust the Small Council and the Defense Council, as appropriate, to confirm them in final form.
b) ...To indicate that Hydropeat must direct its reports to the Council of People's Commissars through the Main Peat Administration and the presidium of the Supreme Council of the National Economy.
c) To entrust Hydropeat in its next report to pay great attention to the expansion of work toward the coming season in general and to the possibility for this purpose of obtaining machines and instruments from abroad, as well as attracting engineers and technicians, etc.
d) To entrust Hydropeat in particular to concern itself with increasing the number of peat excavators that could be put into operation in the shortest time" (Protocol No. 404, item 9).

** This decree provided—in order to properly organize the tractor economy—the following procedure:
"All tractors with all spare parts, tractor agricultural implements and vehicles of whatever systems they may be, shall be registered with the People's Commissariat of Agriculture and distributed by it in accordance with the general production plan."

YEAR 1920
