In the report communicate: 1) the percentage of underseeding compared with 1919; 2) the percentage of underseeding compared with 1916; 3) the causes of underseeding; 4) the area of lands seized from delinquent planters and transferred to communes for seeding. All numerical data must be communicated on a district scale. Responsibility for the timely dispatch of responses is placed personally on the provincial food commissar and the head of the provincial land department.

The Council of Labor and Defense, in its session of October 29, 1920, decrees:

1. Recognize as necessary the compulsory confiscation of overcoats from the civilian population, owing to acute need for the same in the Red Army.

2. Carry out the confiscation in those localities where it is possible to issue, in exchange for the overcoat surrendered, an appropriate warm article of civilian design.

*Note:* Citizens who have no other warm upper garment besides the overcoat being surrendered are obligatorily issued some warm article, while citizens who have other warm clothing receive monetary compensation for the overcoat surrendered.

3. Charge the provincial executive committees with determining the localities in which compulsory confiscation of overcoats may be carried out and with conducting the confiscation.

4. Charge the Chief Supply Administration of the Red Army with determining the sum of monetary compensation for overcoats by district.

5. Charge the Chief Supply Administration of the Red Army with general oversight of the conduct of compulsory confiscation and with the resolution of any misunderstandings that may arise.
