I earnestly request that you personally receive comrades Ratnikov, Rybakov, Romanov, and Glazunov from the district party conference (Aleksandrovsky District, Vladimir Province) regarding the matter of flagrant and extraordinary abuses (both Soviet and party) at the Troitsk munitions factory, and especially regarding the difficulties encountered by party members in bringing the matter to the center and achieving at least even a swift party investigation of the case. It appears to me that the provincial party committee itself is not entirely clean. I enclose a copy of the Orgburo decision.

## DECREE OF THE COUNCIL OF LABOR AND DEFENSE
OCTOBER 27, 1920

In view of the necessity to urgently replenish the supplies of the military department for equipping the Red Army for the winter campaign, the Council of Labor and Defense has decreed:

1) To conduct throughout the Republic a voluntary collection of warm uniforms, underwear, and footwear for the needs of the Red Army.

2) For the purpose of conducting this collection and coordinating actions, to appoint an All-Russian Central Commission for the Collection of Things for the Red Army, which shall consist of one representative each from: the Extraordinary Plenipotentiary for Supplying the Red Army and Fleet, the People's Commissariat of Internal Affairs, the All-Russian Central Council of Trade Unions, and the Central Economic Council. The chairman of the commission is appointed by the Council of Labor and Defense.

3) The Central Commission announces the collection in localities and according to deadlines at its discretion.

4) The Central Commission announces the nomenclature and quantity of things deemed desirable to be collected in a given locality.

5) The Central Commission shall develop detailed instructions for the collection of things.

6) The collection of things in the provinces is conducted by the presidium of the local Soviets, which shall organize a commission for this purpose consisting of representatives from: the provincial trade union council, the presidium of the provincial economic council, the administrative department, the provincial military commissariat, and one appointed by the executive committee. The chairman of the commission is appointed by the presidium of the provincial executive committee.

7) Local executive committees must take all measures for strict control and accountability for the collection, invariably following the instructions of the Central Commission for the Collection of Things for the Red Army.

8) All collected things are delivered to military warehouses under the account of the Main Military-Economic Administration and may be expended according to requisitions from the Main Economic Administration and its organs.

9) All organs and institutions of the RSFSR and every individual citizen are obligated to exert all efforts toward the fulfillment of the present decree.

## TELEGRAM TO ALL PROVINCIAL FOOD COMMISSARS
Excluding Ryazan, Tula, Orel, Voronezh, Kursk, and Kaluga

On August 30 I issued an order to declare the obligatory sowing of the entire area of winter grain fields a fighting state task for all organs of power, especially volost and village organs, and personally charged the provincial food commissar with the obligation to report to me by October 15 on the fulfillment of the order. Hereby I propose that you report the fulfillment of the order to me in the Kremlin by direct wire within a three-day deadline.
