**DECREE OF THE COUNCIL OF LABOUR AND DEFENCE**
**27 OCTOBER 1920**

In view of the necessity urgently to replenish the supplies of the Military Department to provide the Red Army with clothing and footwear for the winter campaign, the Council of Labour and Defence hereby decrees:

1) A voluntary collection of warm clothing, underwear and footwear for the needs of the Red Army shall be carried out throughout the Republic.

2) To conduct this collection and co‑ordinate activities, an All‑Russian Central Commission for the Collection of Articles for the Red Army shall be appointed, to include one representative each from: the Special Plenipotentiary for the Supply of the Red Army and Navy, the People’s Commissariat of Internal Affairs, the All‑Russian Central Council of Trade Unions, and the Central Supply Administration. The Chairman of the Commission shall be appointed by the Council of Labour and Defence.

3) The Central Commission shall announce the collection in localities and at times at its discretion.

4) The Central Commission shall announce locally the nomenclature and quantity of articles that it is desirable to collect in the given locality.

5) The Central Commission shall draw up detailed instructions for the collection of articles.

6) Collection of articles by gubernias shall be carried out by the presidium of the local Soviets, which shall for this purpose organise a commission comprising representatives of: the gubernia trade union council, the presidium of the gubernia council of the national economy, the department of administration, the gubernia military commissar, and one person appointed by the executive committee. The Chairman of the commission shall be appointed by the presidium of the gubernia executive committee.

7) Local executive committees shall take all measures to ensure strict control and accountability over the collection, unfailingly guided by the instructions of the Central Commission for the Collection of Articles for the Red Army.

8) All collected articles shall be delivered to military warehouses and entered into the inventory of the Main Military‑Economic Administration, and may be issued only in accordance with the requisitions of the Main Economic Administration and its organs.

9) All organs and institutions of the RSFSR and every individual citizen are obliged to make every effort to carry out the present decree.
