To the Editorial Board of Comintern, I cannot write anything new. If you wish, obtain my 1906 brochure "The Victory of the Cadets and the Tasks of the Workers' Party"* and reprint from it the section on dictatorship ("The Retreat" and several other passages).

This will come out very opportunely. I will write 20 lines of preface.**

MEMO TO NARKOMPROD
October 21, 1920

The Stavropol peasants (who brought grain for the children) complain that they are not being given from the cooperatives:
—wheel grease (there is some in storage)
—matches and other goods.

The herrings have rotted, yet they were not distributed.

The discontent is terrible. The provincial food commissar refers to the fact that once the entire requisition quota is completed, only then will we give out supplies.

They insist on the necessity of distributing immediately.

The requisition quota of 27 million puds is excessive, and they are taking seed grain. There will, it is said, inevitably be undersowing.

Stavropol province—average harvest (27).

Kuban province (37 million puds)—better than Stavropol.

I ask for urgent consideration, especially of the first point, and request your response no later than tomorrow.

ON THE ORGANIZATION OF LIAISON BETWEEN ECONOMIC PEOPLE'S COMMISSARIATS

PROJECT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS**
October 26, 1920

To establish a preliminary conference on the question of organizational liaison between all economic People's Commissariats.

To assign all economic People's Commissariats, especially Narkomprod, VSNKh, NKPS and NKZ, to present to this conference by Monday, November 1, information on all existing inter-departmental economic commissions and briefly on the results of their work.

* Written on a letter from A. M. Gorky, in which it was reported that Gosizdat had commissioned: 1) From Remezov in Switzerland two books: Fabre. "Life of Insects"; Klein. "Wonders of the Terrestrial Globe." 20,000 copies each. 2) From Brodsky in Stockholm: Biographies of musicians and artists and a cut-out primer. Sum of the agreement: 1,200,000 gold rubles.

** In the resolution of the IX Congress of the RCP(b) "On the Organization of Liaison Between Economic Commissariats," it stated: "The Congress instructs the Central Committee to work out in the near future a system of organizational liaison between VSNKh and other commissariats directly connected with the economy (Narkomprod, Narkomputh, Narkromzem) in their daily work with the aim of ensuring complete unity in implementing the economic plan approved by the party congress" (see "VKP(b) in Resolutions," Part I, 1940, p. 337).

In fulfillment of the congress decision, V. I. Lenin made a report at a session of the Council of People's Commissars "On the Unification of the Work of Economic Commissariats in the Development of a Unified Economic Plan."
