To Comrade Khalepsky
I wish to bring to your attention that, contrary to your assertion, the Moscow–Kharkov telephone line—tested by me last night—operates in a thoroughly unsatisfactory manner: I could hear poorly, and I was hardly heard at all; it is impossible to reach any agreement.

I demand immediate improvement—this line must perform no worse than the one in Petrograd.

Please report to me on the measures taken.

Should no improvement be made, I will hold those responsible accountable.
