The third anniversary of the October Revolution is approaching. It must be marked by issuing at least modest quantities of enhanced rations to our heroic Red Army, as well as to the child and labouring population. Confident that this appeal will meet with a lively response from you, I request you, without delaying a single day, to organise and dispatch to the address: Moscow—People's Commissariat for Food, for the October anniversary, seven route trains of white flour, one route train per day, telegraphing to me and to the People's Commissariat for Food the day of dispatch. Simultaneously, instructions are being given to the People's Commissariat for Railways to let these route trains through on a par with military trains. Notify the Food Distribution Office of receipt and dispatch alike.
