DRAFT RESOLUTION ON PROLETARIAN CULTURE
October 8, 1920
1. Not some exotic or novel ideas—but Marxism itself.
2. Not the invention of a new proletarian culture, but rather the development
of the finest models, traditions, and achievements of existing culture, viewed from the standpoint of Marxist worldview—and within the context of the proletariat’s conditions of life and struggle during the era of its dictatorship.
3. Not separate from the People’s Commissariat for Education, but rather an integral part of it, since the RCP—
+ the People’s Commissariat for Education = the Proletkult.
4. Close coordination between Proletkult and the People’s Commissariat for Education, with the latter exercising overarching authority over the former.

V. I. Lenin received, via I. Ya. Ilyin, a welcoming letter from the coal miners of Cheremkhovo. On September 15, 1920, Lenin penned a reply addressed “To the Main Administration of Coal Mines in Eastern Siberia, for the benefit of the mine workers as well as their technical staff” (see Pravda, November 7, 1920).
