...It is undoubtedly the case that in the initial stages we, like what is being done at present throughout all of Europe and America, must direct special attention to the rational utilization of the already existing electrotechnical equipment. It would be difficult to overestimate the significance that the accelerated launching at full capacity of our principal existing electric stations, the joint operation of a group of stations, the rational utilization of electrical networks can have at present.

Of late we observe a widely developed aspiration throughout our province toward the construction of new small stations, especially in those cases where there is a possibility of utilizing some hydraulic power. However vital this tendency may be, we must not forget that decisive in the matter of appropriate electrification are only large regional stations...

...At present the work is three-quarters completed, and from mid-July we are proceeding to the final compilation for presentation of the appropriate report to the Council of People's Commissars. And only then, when this work is completely finished, shall I be able to give you a more concrete outline of what we have in mind when we speak of the electrification of agriculture, industry and transport in Russia, keeping in view a definite sequence of work encompassing approximately a period of the next ten years.

This is where the question arises: up to now, in all five issues of the "Bulletin" we have only distant "schemes" and "plans," but nothing c o n c r e t e.

What exactly (p r e c i s e l y) is lacking for "the acceleration of launching into operation of the e x i s t i n g electric stations"?

This is the crux. But not a word about this.

What is lacking? Workers? Skilled workers? Machines? Metal? Fuel? Something else?

A "plan" to obtain all that is lacking must be drawn up and published immediately.

The third anniversary of the October Revolution is approaching, which must be marked by providing our heroic Red Army, as well as the child and working population, at least a modest quantity of enhanced nutrition. Confident that this appeal will meet with a warm response from you, I ask you now, without delaying a single day, to organize and dispatch to the following address: Moscow—People's Commissariat of Food, for the October Anniversary, seven shipments of white flour, one shipment per day, telegraphing me and the People's Commissariat of Food regarding the day of dispatch. Simultaneously with this, an order is being issued by the People's Commissariat of Railways regarding the passage of these shipments on par with military trains. Notify both receipt and dispatch to the Food Distribution Section.
