The All-Russian Conference of the Russian Communist Party, having heard the report of the representative of the Polish Communists, Vol. Ulyanovsky, who arrived directly from Warsaw, is pleased to note that the advanced workers of Poland are quite in solidarity with the course of action of the RSFSR and assess the events of recent months in the same way as the Communists of Russia do. T h e P o l i s h communist workers of P o l a n d quite recognized the revolutionary war on the part of the RSFSR for the purpose of aiding the sovietization of P o l a n d 1* and made not the slightest concession to either nationalism or pacifism.

T h e Conference is pleased to state that the individual "critical" voices of the P o l i s h communists w h i c h were heard in Berlin (articles in the "Rote Fahne")2 were not the voice of the P o l i s h Communist Party.

In the complete solidarity of the views of the P o l i s h and Russian communists, the conference sees the guarantee that the final victory will be ours - in spite of all the hardships of the struggle still to come.

The Conference sends fraternal greetings to the Polish communist workers.

1At the first (morning) session on September 22, 1920, a report on the situation in Poland was made by the representative of the Communist Workers' Party of Poland, V. Ulyanovsky (see: Ninth Conference of the RCP(b). September 1920. Protocols. M., 1972, pp. 4-9). The resolution on Ulyanovsky's report was written by G.E. Zinoviev, edited by V.I. Lenin and adopted by the conference immediately after the report. It was published, but without an indication of Lenin's edits (see: ibid., pp. 9-10).

"Die Rote Fahne" ("The Red Banner") - newspaper, the central organ of the Communist Party of Germany, was founded by K. Liebknecht and R. Luxemburg, published in Berlin from November 9, 1918.
