1 The Ninth All-Russian Conference of the RCP(b) took place in Moscow from September 22-25, 1920. It considered political and organizational reports of the CC RCP(b), the question of party-building tasks, and others (see: The Ninth Conference of the RCP(b). September 1920. Protocols. Moscow, 1972). At the plenary session of the CC RCP(b) on September 20, 1920, V.I. Lenin reported on the content of the political report of the CC RCP(b), which he was preparing for the Ninth All-Russian Conference of the party; the plenum decided: "To take note of Comrade Lenin's report on the nature of his speech and the exchange of views that followed" (RGASPI, f. 17, op. 2, d. 34, l. 3).
