Siberia
1) Feed the poor with local bread
2) Coarse grinding (otherwise only 16 pounds remain)
3) Give tar (organize tar-makers: not a pood of bread for a pood of tar)
4) Give salt
5) Give houses for meetings (requisition)
6) Weeders were rewarded with bread; it was forbidden;
it is necessary to organize weeding for bread
7) The "zemstvo carting"* is not organized: excessive labor
of excessive carting for the peasants. They didn't organize it. They drive pointlessly.
