DECREE
OF THE COUNCIL OF LABOUR AND DEFENCE
17 SEPTEMBER 1920

In view of the special conditions of work of the All-Russian Extraordinary Commission and its organs, the Council of Labour and Defence decrees:

1) All persons serving in institutions subordinate to the All-Russian Extraordinary Commission, both at the centre and locally, are to be equated to military servicemen of the active Red Army.

2) None of the persons specified in paragraph 1 may leave service in the All-Russian Extraordinary Commission and its local organs and units of their own accord.

3) All employees in the All-Russian Extraordinary Commission and its local organs bear responsibility for their activity on a par with military servicemen of active field units of the Red Army, and all legal provisions approved by the All-Russian Central Executive Committee regarding military discipline apply to them.
