[According to] Serebrovsky's report, foreign engineers are
leaving Baku under the influence of an excessive deterioration of living conditions.
In view of the extraordinary importance of the oil industry for the Soviet republics, it is necessary to fully
ensure it with technical forces.
It is impossible to detain foreigners against their will, therefore, you must, without stopping
before deviating from generally accepted norms, ensure that the most important specialists have housing, as well as food
conditions, guaranteeing their work with us.
[I]n individual cases, it will be necessary to agree [to] paying especially
important specialists a portion of their remuneration in foreign currency for transferring to their families abroad.
Responsibility for preserving specialists [in] the oil industry
rests entirely with you. Report back exactly what you have done for this *.
