I propose urgently creating a commission consisting of representatives of:

People's Commissariat of Labor (or All-Russian Central Trade Union Council)
People's Commissariat of Food Supply
Supreme Council of the National Economy and member of the Siberian Revolutionary Committee, comrade Paikeş2, for discussion of
the question concerning the possibility of immediately transferring unemployed
industrial workers from starving regions to Siberia for food procurement work and the food army (for summer and autumn of 1920), and possibly also the transfer of one factory.

Deadline for report to the Council of People's Commissars — Tuesday June 1st3.

member of the presidium of the Supreme Council of the National Economy,
member of the Politburo of the Central Committee, head of OGIZ. Repeatedly spoke out against Lenin's Party policy, in 1928
was one of the leaders of the right-opportunist deviation in the VCP(b).

V. V. Schmidt — member of the Bolshevik Party since 1905. In 1918—
1928 — secretary of the All-Russian Central Trade Union Council, then — People's Commissar of Labor.

V. P. Milyutin — participated in the social-democratic movement
from 1903, initially gravitated toward the Mensheviks, from 1910 — Bolshevik.
In 1918—1921 — Deputy Chairman of the Supreme Council of the National Economy, then — in
other responsible Soviet and economic work.

In Astrakhan salt and fish speculation is developing extensively,
reaching hundreds of thousands of poods and undermining food supply
to the Red Army and starving centers. In order to suppress speculation
by telegram 4513 the Extraordinary Commission for Defense sent instructions
from Chairman of the Defense Council Lenin to Babkin to organize
careful inspection of steamships, trains, using for this purpose military
forces of the Internal Guard of the Republic***, to apply ruthless
