The Government of the Russian Socialist Federative
Soviet Republic hereby authorizes Dmitry
Zakharievich Manuilsky to conduct negotiations on the conclusion of
an armistice, on the preliminary conditions of peace and on peace with the
Polish Republic.
Dmitry Zakharievich Manuilsky is authorized to conclude
and sign treaties both on an armistice and preliminary conditions of peace, as well as on peace with the Polish Republic.
The peace treaty is subject to subsequent ratification.

RESOLUTION OF THE COUNCIL OF LABOR AND DEFENSE
SEPTEMBER 10, 1920

a) Send a telegram to the Council of Labor Army of the Southeast,
pointing out to it the incorrectness of its decisions on the delay in Bataysk of a through train with materials for the construction of the Kizlyar-Staroterechnaya branch, and obliging it to take all measures so that the property is not plundered and is sent to its destination.

b) Instruct the Revolutionary Military Council to give a conclusion on the strategic significance of this line in connection with new tasks, and the Comgosooruzh [Committee for State Constructions] on the economic significance of this line and on the conditions of its construction.

Bring the issue to the Council of People's Commissars on Tuesday.

To protect the train from gangs, you are, of course, entitled and obliged to take all measures up to its temporary stoppage, for you are responsible for its safety. On the issue of the need for the Kizlyar-Staroterechnaya road, the Council of People's Commissars, after a new review, finally confirmed its need.

TELEGRAM TO THE REVOLUTIONARY MILITARY COUNCIL OF THE CAUCASIAN FRONT
September 13 or 14, 1920

The Council of Labor and Defense resolved to issue a strict reprimand to the Revolutionary Military Council of the Caucasian Front for non-compliance with the resolution of the Council of Labor and Defense of June 25 and the order of the Field Headquarters of the Republic of July 5* *, with a warning to the members of the Revolutionary Military Council of the Caucasian Front that if they do not exert all their efforts to implement the indicated resolutions, they will be arrested and brought to trial.

Lenin's telegram is a response to the following telegram from the Council of the Labor Army: "Moscow, Kremlin, Fotieva for immediate report to Chairman of the Council of Labor and Defense Comrade Lenin. Rostov-Don, September 20. The Council of the Labor Army considers it its duty to warn of the possibility of plundering by gangs in the Kizlyar region of a train sent according to your order to the head of construction of the Kizlyar-Staroterechnaya road with valuable cargo. Allow the train to be detained at the station Prokhladnaya, provide it with security. Answer urgently. The Council of the Labor Army unanimously decided for the second time to bring to your attention the strategic and economic uselessness of this road."
