The export of petroleum products from Astrakhan along the Volga is being impeded by 1) unprecedented shallowness of the waterway and 2) the absence of a sufficient quantity of auxiliary wooden tonnage of small carrying capacity. State considerations urgently dictate the earliest possible delivery of petroleum products to the central industrial regions. Therefore, I propose that all measures and means be taken to aid the local water transport organs both in the production of repairs to these vessels and equally in all other needs of water transport (in the supply of food, clothing for autumn for the working force, etc.). I place responsibility on the Deputy Chair of the Provincial Executive Committee.
