I propose ordering Comrade Ordzhonikidze, member of the Revolutionary Military Council of the Caucasian Front, to depart for Rostov immediately and assume the duties of member of the Front's Revolutionary Council, leaving one of the members of the Caucasian Bureau of the CC or someone else at his discretion as his deputy in Baku*.

Despite the categorical directive from the Center bearing the signature of the Chairman of the Council of People's Commissars to your Gubernia Food Committee, the implementation of the seed distribution order has scarcely begun. Such disregard by the Gubernia Food Committee of the Center's orders is criminal. I insist on the most urgent implementation of the order; I request that you direct the Gubernia Food Committee, under the strictest accountability, to ship all seed rye immediately. Report on execution by telegraph.

TELEGRAM TO ALL GUBERNIA EXECUTIVE COMMITTEES

By telegrams No. 584/t and 500/ba to your Gubernia Food Committee and Gubernia Land Department a combat order was issued to take the most urgent measures for intra-gubernial redistribution of rye from the new harvest and remains of the old for the seeding of all winter grain fields in your gubernia. Urgently report on the progress of the seed campaign, on the threshing of the harvest, and on all measures taken to fulfill the combat task.
