5. Necessary residential premises for employees and workers, as well as for administrative purposes, are to be provided in the order of compulsory obligation imposed on the population.

All freight destined for the deep boring administration must be transported by rail and water routes without any delays whatsoever, and such freight must be given priority over all other freight except operational freight, and where necessary, freight weighing up to 50 poods in each individual case may be transported in passenger trains as baggage, given the necessity of transporting very fragile and valuable instruments and equipment.

6. For the transportation of freight, workers and employees, the deep boring administration shall utilize, through the Tramota department, priority use of the population's horse obligation on location. [I] propose that the GKT enter into the STO with a project concerning the exemption from mobilization of horses, precisely indicating the minimum number of horses necessary for work on boring the Kursk magnetic anomalies.

7. [I] order Narkomprod to place at the disposal of the boring administration in the region of the magnetic anomalies a monthly fund in the amount of a monthly food supply for 115 persons.

8. In view of the exceptional significance for the Republic of the speedy completion of work on the exploration of the Kursk magnetic anomalies region, all Soviet, civil and military authorities undertake to render complete assistance to the said work, strictly not permitting interdepartmental friction and red tape.

# TELEGRAM TO THE FOOD COMMISSAR OF SIBERIA

August 25, 1920

With the aim of ensuring the Red Army and the working population of the labor centers of the Republic with meat and lard, I propose to undertake genuine, revolutionary measures for the successful carrying out of the procurement of these products. For the success of the campaign, and also for reasons of economic order, the apportionment must be announced to the population in advance, and the procurement itself must be carried out in the autumn period of the year, when the farmer has not yet begun to expend his meat fund and when the apportionment, having entered into his preliminary calculations, will not be so burdensome for the economy. On the basis of the foregoing, I propose to begin immediately with procurements of the indicated products, deploying maximum energy, and with such calculation that the Komprod plan for Siberian provinces be exhaustively carried out no later than January 1 of next year.

I make it known that the workers' and peasants' government considers this assignment a revolutionary combat task and therefore absolutely binding.

# ON THE PROCEDURE FOR ASSIGNING MILITARY UNITS AND INSTITUTIONS TO LABOR

(INSTRUCTION OF THE COUNCIL OF LABOR AND DEFENSE, SEPTEMBER 1, 1920)

*I. General Provisions*

1. Military units and institutions of the military department are to be engaged in the fulfillment of labor tasks only in cases of impossibility to satisfy the need for labor force by other means.

2. All assignments of military units to labor must be carried out in no other way than by resolutions of the Chief Committee of Labor or its local organs, in accordance with the procedure indicated below.

3. No military unit, staff, administration or establishment of the military department has the right to independently assign military labor force to meet the requirements of organizations, enterprises and administrations of the civil and military departments without the consent of the Chief Committee of Labor or its local organs.

4. The military departments of various departments of the VSNKh (Chief Forest Administration, Chief Coal Administration, etc.) for obtaining military labor force are subject to the generally established procedure.
