In order to supply the Red Army and the working population of the industrial centres of the Republic with meat and fat, I propose that effective, revolutionary measures be taken for the successful procurement of these products. For the success of the campaign, and also for reasons of economic expediency, the quota assignment must be announced to the population in good time, and the procurement itself must be carried out in the autumn period, when the farmer has not yet begun to use up his meat stock and when the quota assignment, having been taken into his preliminary calculations, will not be so burdensome for his farm. On the basis of the foregoing, I propose that you immediately commence procurement of the specified products, exerting maximum energy, and so calculate that the Food Commissariat’s plan for the Siberian gubernias is exhaustively fulfilled no later than January 1 of the coming year. I point out that the Workers’ and Peasants’ Government regards this assignment as a revolutionary combat task and therefore absolutely binding.
