To the Small Council: I ask you to consider the request (§ b in the Organizational
Bureau in part). It is necessary to satisfy it to a certain extent, since
the fight against illiteracy is a more important task than others.

The letter reported on the difficult food situation in
Tula.
** The Chairman of the Provincial Executive Committee complained that 1 wagon of rye, sent
to Tula from the Kochetovskaya food supply base on July 24, 1920, took
250 versts from Kochetovka to Tula for twelve days.
*** This refers to a collection of existing decrees of 1919, reprinted
from the "Collection of Laws and Orders of the Workers' and Peasants'
Government" for 1919.
**** Written on a letter from the leaders of the All-Russian Extraordinary
Commission for the Elimination of Illiteracy with a request to strengthen the commission
with the necessary personnel. Paragraph "b" of the letter stated: "We need people,
a dozen and a half qualified and unqualified workers.
Recall from the field, mobilize in Moscow."
