To entrust the committee to draw up detailed theses on the policy of the Russian Communist Party and the Irish Communist Party in Persia1, taking into account, in particular, the decisions of the Congress of the Irish Communist Party2 and the resolutions of the II Congress of the III International3.

The theses together with a summary of the decisions of the Congress of the Irish Communist Party should be submitted to the TseKa of the Russian Communist Party4.

1The following theses were submitted to V.I. Lenin:

"On the Tasks of the Communist Party in Persia.

(Theses by Comrade Sultan Zadeh and M. Pavlovitch)

1- The combat task of the day in Persia is, first of all, the expulsion of the British and the overthrow of the Shah's government in Teheran. At the same time, the Iranian Communist Party must launch a broad agitation among the workers and peasant masses for the complete destruction of landlordism and the transfer of land into the hands of the peasants; the landlord class cannot be the support of the revolution not only in the struggle against the Shah, but even against the British.

2. To achieve these tasks, the Communist Party supports all the revolutionary elements of the country working in contact with the masses in the struggle against foreign interference, the Shah's regime and feudal subjugation.

3. Considering as its main task the realization of communist agriculture and, at the same time, taking into account the combat tasks of the moment, the Party considers it impossible to solve the agrarian question immediately on purely communist principles, especially in those areas where the peasant masses have spontaneous aspirations to seize and divide the land.

4. The successful fulfillment of the set tasks, namely, the expulsion of the British from Persia, the overthrow of the Shah's government and the destruction of landlord power is conceivable only if all assistance to the Iranian revolution (arms, money and men) is rendered only through the intermediary of the Iranian Communist Party in order to enable it to gradually assume the leadership of the Iranian revolution.

5. In order to familiarize the broad layers of the working masses with the communist movement, the Iranian Communist Party should immediately take the initiative to convene councils of workers' and peasants' deputies in the liberated regions of Persia, gradually preparing them to take over the state apparatus.

6. One of the most important conditions for the development of the Persian revolution is the organization of military forces both from the Persian workers outside Persia (in Turkestan, the Caucasus, etc.) and from the working masses inside Persia. Therefore, it is necessary to support by all measures the aspiration of the Iranian Communist Party to organize military units, thus strengthening the real strength and influence of the party on the revolutionary movement in Persia" (RCCHIDNI, f. 2, op. 1, d. 24440, fol. 13-14). This document along with others was sent to Lenin by M.P. Pavlovich, on its first pages Lenin wrote: "Persia.

2The Congress of Persian Communists of the Adalat Party was held in Enzeli on June 22-24, 1920. It adopted two resolutions, one on the current situation and the other on the youth union, and elected the party's governing bodies.

3The Second Congress of the Communist International was held in Petrograd and Moscow from July 19 to August 7, 1920. It discussed and adopted as resolutions the "Theses on National and Colonial Questions" and the "Additional Theses on National and Colonial Questions," the draft of the former having been written by Lenin. He also made a report on these questions at a session of the Congress Commission (see: Lenin V.I., Vol. 41, pp. 161-168 and 241-247).

4The document has a note by an unknown person: "Lenin's note to t. Pavlovich." This note and the documents mentioned in Lenin's note make it possible to establish the time when the document was written: between August 7 and September 1, 1920. The first date is the day of the end of the II Congress of the Comintern, the second is the first day of the meeting of the Congress of the Peoples of the East, at which M.P.Pavlovich made a report on national and colonial questions.
