Tanner’s (Shop Stewards) speech amply demonstrated,

1) that within the Third International, a space must be created for those who sympathize with its aims;

2) that for England and America, it is particularly important to stipulate that, despite our differences regarding parliamentarism, we propose:

(a) that the mass movement—represented by the I.W.W. and the Shop Stewards—remain affiliated with the Third International;

(b) that we should once again engage in a prolonged discussion of this issue and, in practice, strive to improve those socialist parties that have failed to effectively mobilize the masses or to establish genuine connections with them.
