"The Photo-Cinema Department can immediately begin production of the
picture and finish it in two, at most three, weeks, but at the moment no work can be done due to the absolute lack
of film... All the Department's efforts are yielding no results: the import of film
from abroad has long ceased; speculators sold small quantities,
constantly raising the price, hidden old small stocks, which, apparently, have completely dried up... Despite endless
petitions, appeals, and visits to Vneshtorg, despite even
